Place the rice in a large bowl of cold water. Use your hands to stir and release the starch. Drain and repeat until the water runs clear.
In a saucepan, combine the rinsed rice, salt, and 2 1/2 cups water. Stir and bring to a boil. Cover the pot with a tightly fitting lid. Reduce the heat to low. Cook the rice for 18 minutes without lifting the lid.
Remove the pan from the heat and let sit for 15 minutes. Remove the lid and fluff the cooked rice with a fork.
